As the name implies, web directories are directories where different resources are gathered. Similarly to desktop directories, where you gather files in a directory based on some criterion, Web directories are just enormous collections of links to sites, arranged in different categories.Web directories existed before the search engines, especially Google, became popular.

Web Directory organizes Websites by subject and usually maintained by humans instead of software.
The Searcher looks at the sites organised in a series of Menus and Categories.
Web Directory is not a "Search Engine".
It doesnot display Web Pages based on Keywords.

Web directory and search engine are often used interchangeably.
In Web directories Web site listings put together by human reviewers, whereas search engine listings are put together by automated systems and lack a navigable structure.
