Titles are the first thing that a person sees about your site in Google search result. A title should be accurate and descriptive and if the titles are same then it shows duplicate when we search on Google.

It will create a spamming. As title indicates the what the article is about and distinguishes form other articles. When the second person attempts to save the page, media wiki will attempts to save the page, Media wiki will attempt to merge their changes into the current version of the text? If merge will fail the user will receive an “edit conflict” message. It will generate a different message.
